What Is the Medicaid Home and Community Based Waiver?
Formally, this program is called the Medicaid Home and Community Based Waiver, but the people who use and work with it simply call it Waiver.
Waiver is a federally funded program that provides people in need with financial waivers for community-based programs such as the meal delivery service that we provide at Care & Help Home Care. Waiver provides financial coverage for various human service programs that benefit Americans who qualify for Medicaid.
How Does the Waiver Program Work?

A simplified way to explain how this program works is to think of a Waiver as a 100% off coupon. There are various programs under the umbrella of the Medicaid Home and Community Based Waiver Program, and depending on which service you need, the federal government will provide a Waiver (coupon) to the agency providing the service.

Additionally, each meal consists of the following:
· Two ounces of prepared meat, fish, fowl, eggs, or meat-alternative
· Three servings of vegetables and/or fruits
· Two servings of starches/grains
· One cup low-fat milk or an equivalent
· One serving of a fat
· Optional items that will complement your meal (desserts and condiments)
· All Asian meals are served with special black rice and Kimchi
